Go to „Advanced options -> Startup Settings -> Restart.” Once you get to the Startup Settings screen, press the 4 or the F4 key on your keyboard boot into Safe Mode, press 5 or F5 to enter „Safe Mode with Networking,” or press 6 or F6 to enable „Safe Mode with Command Prompt.”

How To boot Windows 8
To access the Boot Manager of your system, please press the key combination Shift-F8 during the boot process. Select the desired Safe Mode to start your PC. The Shift-F8 only opens the Boot Manager when it is pressed in an exact time frame. Therefore, it might take several attempts to access the Boot Manager this way.
Safe mode from BIOS
If (and only IF) your Windows computer uses a legacy BIOS and a spinning-platter-based hard drive, you may be able to invoke Safe Mode in Windows 10 using the familiar F8 or Shift-F8 keyboard shortcut during the computer’s boot process.
Windows 8 how to enter recovery mode
While the computer is booting up the trick is to hold the Shift button and keep pressing the F8 key, this will sometimes boot you into the new advanced “recovery mode”, where you can choose to see advanced repair options.
